Catholic Border Bishops of Texas-Mexico Urge Political Leaders to Reform Immigration at Bi-Annual Meeting - VIDEO

The bishops of the dioceses from the Mexico-Texas border met at Assumption Seminary, in San Antonio, on February 26-28, 2025; a biannual meeting that has been held for forty years to coordinate efforts in our shared mission to proclaim the Gospel. On this occasion, our central focus was the situation of migrants and refugees, which has taken on new relevance with the new federal administrations in the United States and Mexico.
Among the bishops, the presidents of the commissions for pastoral care of migrants and refugees of the episcopal conferences of both countries participated, the Most Rev. Eugenio Andrés Lira Rugarcía, Bishop of Matamoros – Reynosa, and the Most Rev. Mark J. Seitz, Bishop of El Paso. Bishop Seitz presented a lecture entitled “A pastoral response to the current migration crisis from the border.” Two guests, Mrs. Tatiana Clouthier Carrillo and Mrs. Cecilia Romero Castillo, also made presentations.
We want to make it clear that the Catholic Church has always been a reliable partner of our governments, of our peoples and especially of all those in need, through processes to welcome, protect, promote and integrate the vulnerable, including collaboration in the resettlement of refugees to achieve their self-sufficiency. We are all together responsible in promoting the common good, simultaneously safeguarding the dignity of all by finding the right balance between various human rights, such as the right of workers and their families to have their situation regularized, the right not to be exploited, the right to migrate, the right not to need to migrate, and the right of all to have their government guarantee security in their own country. For decades, we have expressed our concern that in the United States we have a broken immigration system, which does not correspond to the present reality. We hope and strongly urge our political leaders to fulfill their duty to reform it.
To our migrant and refugee brothers and sisters, we want to say that the Church and its agencies remain committed to the mission of announcing the Gospel, providing living witness to the charity of the Lord Jesus by serving all people with dignity and compassion. Pope Francis encourages us and unites us as a Church and as a society to be inspired by the parable of the Good Samaritan (cf. Lk 10:25-37). In this task that concerns us all, we need God’s help and we count on the intercession of Our Lady of Guadalupe.

Los obispos de las diócesis colindantes en la frontera entre México y Texas nos hemos reunido en el Seminario de la Asunción, en San Antonio, del 26 al 28 de febrero de 2025; un encuentro bianual que se celebra desde hace cuarenta años para coordinar esfuerzos en la proclamación del Evangelio. En esta ocasión, el enfoque central fue la situación de los migrantes y refugiados, tema que ha cobrado nueva relevancia con las nuevas administraciones federales en Estados Unidos y México.
Entre los obispos, participaron los presidentes de las comisiones de atención pastoral a la movilidad humana de las conferencias episcopales de ambos países, S.E. Mons. Eugenio Andrés Lira Rugarcía, Obispo de Matamoros – Reynosa y S.E. Mons. Mark J. Seitz, Obispo de El Paso. El Obispo Seitz ha presentado una conferencia titulada “Una respuesta pastoral a la crisis migratoria actual desde la frontera”. A él se han sumado intervenciones de dos invitadas, la Mtra. Tatiana Clouthier Carrillo y la Mtra. Cecilia Romero Castillo.
Queremos hacer patente que la Iglesia Católica siempre ha sido un aliado confiable de nuestros gobiernos, de nuestros pueblos y en especial de todos los necesitados, a través de procesos de acogida, protección, promoción e integración de los vulnerables, incluyendo la colaboración en el reasentamiento de refugiados para lograr su autosuficiencia. Todos somos corresponsables en la promoción del bien común, salvaguardando simultáneamente la dignidad de todos al encontrar el balance justo entre diversos derechos humanos, como lo es el de los trabajadores y sus familias a que se regularice su situación, el derecho a no ser explotado, el derecho a migrar, el derecho a no tener que migrar y el derecho de todos a que su gobierno garantice la seguridad en su propio país. Durante décadas hemos denunciado que en Estados Unidos tenemos un sistema migratorio roto que no responde a la realidad. Esperamos y exigimos que la clase política cumpla con su responsabilidad de reformarlo.
A nuestros hermanos migrantes y refugiados queremos decirles que la Iglesia y sus agencias siguen comprometidas con la misión de anunciar el Evangelio, dando testimonio vivo de la caridad del Señor Jesús al servir a todas las personas con dignidad y compasión. El Papa Francisco nos alienta y nos une como Iglesia y como sociedad para dejarnos inspirar por la parábola del Buen Samaritano (cf. Lc 10,25-37). En esta tarea de todos, necesitamos la ayuda Dios y contamos con la intercesión de Santa María de Guadalupe.
